Recent data collected by the Centers for Disease Control and Prevention (CDC) shows a <a href=\"https:\/\/www.cdc.gov\/nchs\/data\/hestat\/maternal-mortality\/2021\/maternal-mortality-rates-2021.htm\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.cdc.gov\/nchs\/data\/hestat\/maternal-mortality\/2021\/maternal-mortality-rates-2021.htm\">steep incline in maternal deaths<\/a> in recent years, with Black mothers dying at more than twice the rate of their white counterparts: The maternal mortality rate overall in 2021 was 32.9 deaths per 100,000 live births, while the rate for Black birthing people was 69.9. Both numbers are several times <a href=\"https:\/\/icd.who.int\/browse11\/l-m\/en#\/http%3a%2f%2fid.who.int%2ficd%2fentity%2f1151689960\" target=\"_blank\" rel=\"noopener nofollow\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/icd.who.int\/browse11\/l-m\/en#\/http%3a%2f%2fid.who.int%2ficd%2fentity%2f1151689960\">higher than any other high-income country<\/a> in the world.<\/div>\n<p>In the wake of countless unnecessary deaths, the Black Maternal Health Caucus in the House of Representatives introduced <a href=\"https:\/\/blackmaternalhealthcaucus-underwood.house.gov\/Momnibus\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/blackmaternalhealthcaucus-underwood.house.gov\/Momnibus\">the Black Maternal Health Momnibus Act<\/a> in 2021 as a way to tackle the pervasive drivers of maternal mortality in the United States.<\/p>\n<p>Yet in that session of Congress, only one of the 13 bills included in it passed (the <a href=\"https:\/\/www.collins.senate.gov\/newsroom\/collins-duckworth%E2%80%99s-bipartisan-protecting-moms-who-served-act-signed-law#:~:text=The%20Protecting%20Moms%20Who%20Served%20Act%20will%20commission%20the%20first,programs%20at%20Department%20of%20Veterans\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.collins.senate.gov\/newsroom\/collins-duckworth%E2%80%99s-bipartisan-protecting-moms-who-served-act-signed-law#:~:text=The%20Protecting%20Moms%20Who%20Served%20Act%20will%20commission%20the%20first,programs%20at%20Department%20of%20Veterans\">Protecting Moms Who Served Act<\/a>). So on May 15, 2023 (the day after Mother\u2019s Day), the Black Maternal Health Caucus, Vice President Kamala Harris, and Cory Booker (D-NJ) in the Senate reintroduced the Momnibus act in hopes of passing the remaining 12 bills.<\/p>\n<p>These bills range in focus, but they all seek to better the maternal health landscape. \u201cThe Momnibus Act covers a wide range of issues related to maternal health, including social determinants of health, access to care, workforce diversity, data collection, mental health support, and more,\u201d explains Salma Mohamed, research lead of the <a href=\"https:\/\/mamaglowfoundation.org\/\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/mamaglowfoundation.org\/\">Mama Glow Foundation<\/a>, an organization fighting for reproductive justice through education and advocacy. \u201cIt recognizes that improving maternal health requires a multifaceted approach that addresses the underlying factors driving the maternal health crisis.\u201d<\/p>\n<blockquote>\n<p>&#8220;Improving maternal health requires a multifaceted approach that addresses the underlying factors.&#8221; \u2014Salma Mohamed, Mama Glow Foundation<\/p>\n<\/blockquote>\n<p>At Mama Glow&#8217;s recent <a href=\"https:\/\/mamaglow.com\/birth-to-the-future-how-the-doula-expo-by-mama-glow-is-uplifting-an-expansive-inclusive-vision-for-maternal-health\/\" target=\"_blank\" rel=\"noopener nofollow\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/mamaglow.com\/birth-to-the-future-how-the-doula-expo-by-mama-glow-is-uplifting-an-expansive-inclusive-vision-for-maternal-health\/\">Doula Expo<\/a>, held a week after the Momnibus bill was reintroduced, founder Latham Thomas spoke to actress <a href=\"https:\/\/www.instagram.com\/tatyanaali\/?hl=en\" target=\"_blank\" rel=\"noopener nofollow\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.instagram.com\/tatyanaali\/?hl=en\">Tatyana Ali<\/a>, who shared how necessary she feels it is to advocate for the bill&#8217;s passage into law. &#8220;It is the kind of policy that&#8230;includes so much and it would change things for everybody,&#8221; she said. &#8220;So I&#8217;m at the place where I just talk about it everywhere I am. For many people, these costs keep them from seeking the care they need.<\/p>\n<p>This bill seeks to find new ways to make perinatal healthcare affordable to everyone\u2014not just those with deep pockets and good insurance. The <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/334\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/334\">Impact to Save Moms Act<\/a> would \u201callow states to test payment models for maternity care, including postpartum care, under Medicaid and the Children&#8217;s Health Insurance Program (CHIP),\u201d according to Congress.gov.<\/p>\n<h3>Kira Johnson Act<\/h3>\n<p>At the National Birth Equity Collaborative (NBEC), federal policy analyst <a href=\"https:\/\/birthequity.org\/who-we-are\/alise-powell\/\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/birthequity.org\/who-we-are\/alise-powell\/\">Alise Powell<\/a> says the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1212\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1212\">Kira Johnson Act<\/a> is one of their favorites. \u201cIt focuses on supporting community-based organizations with financial grants,\u201d she says. \u201cThere&#8217;s data to support that when pregnant folks are being cared for by folks in their community who they trust and who look like them, that leads to <a href=\"https:\/\/www.commonwealthfund.org\/publications\/issue-briefs\/2021\/mar\/community-models-improve-maternal-outcomes-equity\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.commonwealthfund.org\/publications\/issue-briefs\/2021\/mar\/community-models-improve-maternal-outcomes-equity\">better maternal health outcomes<\/a>.\u201d<\/p>\n<p>These grants could also address maternal health challenges in novel ways. \u201cFunding enables [organizations] to conduct studies, gather data, and share findings that inform evidence-based practices,\u201d says Mohamed. \u201cThese organizations can pilot and scale up innovative programs, share successful models, and contribute to the collective learning and advancement of maternal health care. This fosters a culture of continuous improvement.\u201d<\/p>\n<p>The bill would also provide training to healthcare workers to reduce instances of racism, bias, and discrimination.<\/p>\n<h3>Perinatal Workforce Act<\/h3>\n<p><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6164\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6164\">This act<\/a> will establish grants for education programs to diversify the perinatal workforce, including nurses, doctors, and other clinicians involved in maternal care. It also mandates that the Department of Health and Human Services (HHS) must provide proper guidance on maternal care delivery options, including information <a href=\"https:\/\/www.wellandgood.com\/fitness-wellness-trends\/health\/maternal-health\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.wellandgood.com\/fitness-wellness-trends\/health\/maternal-health\/\">on doulas, midwives, and all holistic maternity care options<\/a>.<\/p>\n<p>The bill would also offer what\u2019s known as congruent maternity care. \u201cCulturally congruent care, which involves providing care that is sensitive to and respectful of an individual&#8217;s cultural background and needs, is essential for improving maternal health outcomes,\u201d says Mohamed.<\/p>\n<h3>Extending WIC for New Moms Act<\/h3>\n<p>Access to nutritious food has been found to <a href=\"https:\/\/www.bcbs.com\/the-health-of-america\/healthequity\/eliminating-food-insecurity-to-improve-maternal-and-fetal-health\" target=\"_blank\" rel=\"noopener nofollow\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.bcbs.com\/the-health-of-america\/healthequity\/eliminating-food-insecurity-to-improve-maternal-and-fetal-health\">boost maternal health,<\/a> yet not all new parents can afford it. The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) helps birthing people and their children access healthy food. Currently, <a href=\"https:\/\/www.nwica.org\/press-releases\/wic-act-will-extend-eligibility-age-and-improve-nutrition-for-children-and-mothers\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.nwica.org\/press-releases\/wic-act-will-extend-eligibility-age-and-improve-nutrition-for-children-and-mothers\">parents are only eligible<\/a> for these services for six months (or 12 months if breastfeeding). The <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/1593?s=4&amp;r=22\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/1593?s=4&amp;r=22\">Extending WIC for New Moms Act<\/a> will increase that eligibility for two more years.<\/p>\n<h3>Social Determinants for Moms Act<\/h3>\n<p>This bill <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/943\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/943\">targets the nonclinical social determinants<\/a> of maternal health\u2014like affordable housing and transportation to (and childcare during) healthcare appointments. Additionally, this bill would start new research into social disparities and environmental factors contributing to poor maternal health care. It also includes the WIC extensions presented in the Extending WIC for New Moms Act.<\/p>\n<p>\u201cEnsuring safe and stable housing reduces the risk of complications during pregnancy, while improved transportation access enhances prenatal care utilization,\u201d says Mohamed.<\/p>\n<h3>Data to Save Moms Act<\/h3>\n<p>This bill calls for <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/925\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/925\">maternal mortality review committees<\/a> within the CDC, and mandates that these committees unearth nonclinical causes of maternal mortality, use the most up-to-date indicators of maternal morbidity, and \u201creview deaths caused by suicide, overdose, or other behavioral health conditions attributed to or aggravated by pregnancy or childbirth.\u201d<\/p>\n<p>The Data to Save Moms Act will also ask experts from diverse backgrounds to review how maternal health data is collected. This is a crucial step, given that <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6620782\/\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6620782\/\">past data collection on this subject<\/a> has been scant.<\/p>\n<h3>Tech to Save Moms Act<\/h3>\n<p>Under this bill, the HHS would be required to offer grants to \u201creduce racial and ethnic disparities in maternal health outcomes by increasing access to digital tools,\u201d like telehealth services, and to expand the use of learning models that can help people receive medical care in underserved areas.<\/p>\n<p>\u201cThe <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/893\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/893\">Tech to Save Moms Act<\/a> is another one that we are outwardly supporting and pushing within the package to improve and address disparities and maternal health outcomes, especially for folks who live in rural areas,\u201d says Powell.<\/p>\n<h3>Maternal Health for Veterans Act<\/h3>\n<p>Only one of 13 original bills included in the Momninbus Act has been passed into law so far: <a href=\"https:\/\/www.collins.senate.gov\/newsroom\/collins-duckworth%E2%80%99s-bipartisan-protecting-moms-who-served-act-signed-law#:~:text=The%20Protecting%20Moms%20Who%20Served%20Act%20will%20commission%20the%20first,programs%20at%20Department%20of%20Veterans\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.collins.senate.gov\/newsroom\/collins-duckworth%E2%80%99s-bipartisan-protecting-moms-who-served-act-signed-law#:~:text=The%20Protecting%20Moms%20Who%20Served%20Act%20will%20commission%20the%20first,programs%20at%20Department%20of%20Veterans\">The Protecting Moms Who Served Act<\/a>. This bipartisan bill commissioned the first comprehensive study on the maternal health crisis among women veterans and focused on racial and ethnic disparities in particular.<\/p>\n<p>Now, the Maternal Health for Veterans Act will reauthorize the funding of that bill.<\/p>\n<h3>Maternal Health Pandemic Response Act<\/h3>\n<p>National emergencies affect the medical system in countless ways, and maternal care is no exception. This bill would <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/5284?s=1&amp;r=99\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/5284?s=1&amp;r=99\">require data collection during public health emergencies<\/a> that could pose threats to babies and birthing people. \u201cThe CDC must also carry out an education campaign about pregnancy and COVID-19 and must establish a task force that addresses maternity care during the COVID-19 emergency,\u201d according to the bill.<\/p>\n<p>Of course, now that the Biden Administration has <a href=\"https:\/\/www.wellandgood.com\/covid-19-public-health-emergency\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.wellandgood.com\/covid-19-public-health-emergency\/\">ended the COVID-19 Public Health Emergency<\/a> (PHE), this piece of legislation will seek to help birthing people and children during future PHEs.<\/p>\n<h3>Justice for Incarcerated Moms Act<\/h3>\n<p>Maternal health care is <a href=\"https:\/\/journalofethics.ama-assn.org\/article\/shackling-and-separation-motherhood-prison\/2013-09\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/journalofethics.ama-assn.org\/article\/shackling-and-separation-motherhood-prison\/2013-09\">stripped from birthing people who are incarcerated<\/a>. That\u2019s why the Justice for Incarcerated Moms Act calls for states to restrict restraints on pregnant people and prioritize postpartum health among inmates. It will also keep those with children in state and local prisons so they can remain close to their families.<\/p>\n<p>Better data collection of maternal health outcomes in prisons is also a priority of the legislation, particularly for inmates who are part of vulnerable populations.<\/p>\n<h3>Protecting Moms and Babies Against Climate Change Act<\/h3>\n<p>As the name suggests, this act sets aside grants for research about <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/423\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/423\">how climate change is affecting birthing people and children<\/a>, particularly those facing racial or ethnic disparities. It also will require those working in medicine to learn about these risks in training programs and continued education.<\/p>\n<h3>Maternal Vaccinations Act<\/h3>\n<p>Pregnant people from underserved racial and ethnic groups are far less likely to get<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9956150\/\" target=\"_blank\" rel=\"noopener\" referrerpolicy=\"no-referrer-when-downgrade\" data-vars-event=\"body text\" data-vars-click-url=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9956150\/\"> life-saving vaccines compared to white people<\/a>. This act would establish \u201ca national campaign to raise awareness and increase rates of maternal vaccinations\u201d and asks the CDC to focus its attention on groups that have traditionally shied away from maternal vaccines due to lack of education, lack of access, or both.<\/p>\n<h2>What\u2019s next for the Momnibus Act\u2014and how you can help<\/h2>\n<p>Powell says that packaging all of the bills together makes the Momnibus Act an audacious but necessary venture. And it sends the message that maternal health is a multidimensional issue that deserves a multi-dimensional solution.<\/p>\n<p>\u201cWe&#8217;re hoping these issues stay at the forefront of healthcare conversations. We will continue to connect the dots between abortion restrictions, the Black maternal health crisis, maternal health, and bodily autonomy,\u201d says Powell.<\/p>\n<p>In the coming months, NBEC will try to garner bipartisan support for the Momnibus Act.
